The sponsor's argument

Why Kevin S. Parker says this is needed

Millions of kids in America face the school day on an empty stomach. For children who rely on school lunch, the weekends can be tough. This pilot program will allow city schools to turn unused and unopened left- over food supplies into take home meals for needy children without the necessary provisions in their home.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
