The sponsor's argument

Why Kevin S. Parker says this is needed

This year has brought a surge in youth activism. From climate change to gun control, the movement of teenagers and young adults has been awe inspiring and impactful in bringing forth meaningful change, or at least a serious discussion on the matter. In a sense, our youths are the canary in the coal mine, and as such, it is pertinent that they have a voice in the policy making process which directly affects them. This bill aims to accomplish that.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
