The sponsor's argument

Why Toby Ann Stavisky says this is needed

Current New York State law allows dietitians and nutritionists to obtain title certification through the State Education Department. However, while certification protects the use of certain professional titles, it does not adequately protect the actual scope of practice relating to medical nutrition therapy and nutrition care services. Under current law, individuals without sufficient education, supervised clinical expe- rience, or competency standards may still provide therapeutic diet services and nutrition treatment so long as they do not use protected certified titles. This legislation modernizes New York's regulation of dietetics and nutrition by transitioning from certification to licensure for qualified professionals. The bill establishes clear standards for education, supervised practice, examination, and professional competency for indi- viduals providing medical nutrition therapy and advanced nutrition care services. The legislation also clarifies the distinct roles and qualifications of licensed dietitians and licensed nutritionists while preserving exemptions for general wellness information, non-medical nutrition guid- ance, and other permitted activities outside the licensed scope of prac- tice. Additionally, the bill updates professional oversight requirements and aligns New York's standards more closely with nationally recognized professional and healthcare standards. Licensure will help ensure that individuals providing medical nutrition therapy, nutrition care services, and therapeutic diet treatment possess the appropriate education, training, and clinical competency necessary to safely treat patients and improve public health outcomes across New York State. The bill further strengthens consumer protections by establishing clear- er professional accountability standards and ensuring that patientS receiving nutrition-related medical care are treated by appropriately qualified and regulated professionals.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
