The sponsor's argument

Why Leroy Comrie says this is needed

This bill would require the New York state thruway authority (NYSTA) submit a biannual report to the legislature on all receipts and expendi- tures, and a list of any contracts entered into by the authority during the period. This measure would ensure increased transparency at the authority and help lawmakers understand the fiscal relationship and statutory compliance between the authority, its constituents and third- party entities that do business with NYSTA.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
