The sponsor's argument

Why Jamaal Bailey says this is needed

Under current New York law, licensed insurance agents, brokers, adjus- ters, consultants, and intermediaries must complete at least 15 hours of continuing education every two years to maintain their licenses. Howev- er, any extra credits earned cannot be carried forward, creating a disincentive to pursue additional education. For example, property and casualty license holders must complete one hour of flood insurance training, with those actively selling flood insurance required to take an additional three-hour advanced course. These mandatory courses account for almost half of the required continuing education credits, leaving less room for other educational pursuits. This bill would address these issues by incentivizing insurance produc- ers to seek further education. It would encourage professional growth, enhance industry expertise, and ultimately benefit consumers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
