The sponsor's argument

Why Kevin S. Parker says this is needed

Transgender individuals and communities experience sexual violence and assault, discrimination, domestic abuse, harassment, and hate crimes. According to the National Resource Center on Domestic Violence, communi- ties of color experience these events at higher rates. No one should live in fear of harm, establishing a study to help understand how and why these events take place will ultimately assist in providing much needed protections and safe guards.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
