The sponsor's argument

Why Kevin S. Parker says this is needed

In New York State, public housing serves many low-income families. A painters' apprenticeship program reserved for these residents will increase the chances of residents securing gainful employment, improving their financial stability and self-sufficiency. The painters' program will provide residents with valuable skills in painting that they can use in the workforce and pass down to the younger generations in the community. It can create a sense of community among residents in the program as they work together towards a common goal, fostering a supportive environment. The painters' program will provide a pathway for residents to receive formal training and education in painting.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
