The sponsor's argument

Why Anthony H. Palumbo says this is needed

This act would amend the chapter of law governing the operation of the Hampton Bays Volunteer Exempt Firemen's Benevolent Association, Inc, in a manner similar to that which has been done for other volunteer fire- fighters' benevolent associations so that it may more effectively attend to the well-being of the association, its members and their families. This bill also updates the provisions for the distribution of foreign fire insurance funds to make its use consistent with sections 9104 and 9105 of the New York State insurance law.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
