The sponsor's argument

Why James Skoufis says this is needed

Currently, there is limited publicly available data about specialized dental insurance coverage, including how many enrollees reach their coverage limits or the structure of cost-sharing. This lack of transpar- ency can prevent policymakers and consumers from making informed deci- sions. By requiring standardized reporting and publishing of dental plan data, this bill enhances oversight and promotes accountability in the dental insurance market.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
