The sponsor's argument

Why Peter Oberacker says this is needed

The Delaware County Board of Supervisors has approved a resolution (No.50) requesting that the New York State Legislature introduce and enact a bill to authorize the county to impose an additional one percent sales and use tax for the period through November 30, 2027.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
