The sponsor's argument

Why John Liu says this is needed

This bill is necessary to protect and better serve those residents and visitors to New York who have limited English proficiency, or those who are hearing or vision impaired. These New Yorkers need language assist- ance services in order to adequately access medical services.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
