The sponsor's argument

Why James Sanders Jr. says this is needed

This bill is necessary to support the growth and development of small and minority and women-owned business enterprises (MWBEs). By providing mentorship opportunities, the bill aims to increase the capacity of these businesses to successfully bid on state contracts, thereby promot- ing diversity and inclusivity in state procurement processes. The mentorship programs will help bridge the gap between small MWBEs and larger contractors, ensuring they have the necessary skills and resources to compete effectively.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
