The sponsor's argument

Why William Weber says this is needed

Rockland County and the Town of Orangetown is home to some of the most pristine land in all of New York State. Located on the Hudson River, the town is has worked over the years to ensure responsible development, while preserving open space, and safeguarding its natural resources. This legislation would authorize the town to establish a land trust to help raise critical funds for the express purpose of preserving open space for future generations, protecting historic places and properties, and creating recreational opportunities for Orangetown residents. This legislation is critical, to help preserve the scenic beauty of Orange- town.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
