The sponsor's argument
Homeowners are increasingly targeted by predatory service providers who use deceptive agreements to impose burdensome and hidden obligations on residential properties. These agreements often purport to run with the land, unfairly binding future owners; create invalid liens or encum- brances that cloud property titles; and allow assignment without home- owner consent, further complicating resolution. This legislation protects consumers by prohibiting these practices and ensuring that any improperly recorded agreements are deemed unenforcea- ble. it also provides legal remedies for affected parties and enforce- ment mechanisms to deter such predatory actions.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
