The sponsor's argument
Why Jabari Brisport says this is needed
While some restrictions on the tethering of dogs are codified and enforced in New York State, and even more specific restrictions have been passed by some local governments, many of these restrictions are vague, contradictory, or unnecessarily complicated. More uniform restrictions need to be put in place on a state level to ensure compli- ance and protect vulnerable animals.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
