The sponsor's argument

Why James Skoufis says this is needed

This bill would allow the State Liquor Authority to issue a retail license for on-premises consumption to Piccolo Cucina e Vino, which is located within 200' of a place of worship that supports the issuance of a full license.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
