The sponsor's argument

Why Shelley Mayer says this is needed

This legislation was requested by the town of Harrison. The bill allows the town of Harrison to hire, for the positions of assistant court clerk and fire marshal, anyone who resides in the state of New York, so long as they reside in Westchester County. The town has sought to fill these positions for some time. This bill will expand the pool of eligible candidates and will enable the town to hire the most qualified candi- dates for these positions.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
