The sponsor's argument
Why the sponsor says this is needed
Contractors that utilize AGMT and NACC certified glazers reduce the risks associated with selecting glazing installation teams. NACC and AGMT certification require rigorous processes including professional references, proof of insurance, on-site assessment of program compli- ance, and annual reviews. These high standards ensure that public works projects are completed by the most capable professional tradesmen possi- ble and furthers the goal of spending public monies on projects that will serve as a community investment and have a long project lifespan.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
