The sponsor's argument

Why Patricia Fahy says this is needed

While the Village of Nelliston was incorporated in 1878 under proper authority, it has since lost required documents, not required at the time of its incorporation. In present time, without the recognition of the Village of Nelliston or its incorporation, the municipality itself now experiences trouble with applications for grant funding, congres- sionally directed spending, and other sources of funding.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
