The sponsor's argument

Why James Skoufis says this is needed

Retail license applicants seeking to sell alcohol for on-premises consumption frequently depend on temporary permits issued by the State Liquor Authority (SLA) to expedite the commencement of their operations while awaiting the issuance of a full license-a process often delayed by administrative backlogs spanning several months. Easing certain limita- tions associated with being awarded these permits would enable more retailers to establish a stable foundation aligned with their business plans.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
