The sponsor's argument

Why Cordell Cleare says this is needed

Just because loud sirens have become the norm in many of our communi- ties, does not mean they are the most effective device to facilitate the express movements of emergency vehicles. Other countries have, for decades, employed alternating high and low, two-toned signal devices with success.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
