The sponsor's argument

Why Robert Jackson says this is needed

This bill seeks to remedy an inequity facing recently hired New York City correction officers and sanitation. Uniformed workers hired after April 1, 2012 are required to complete 22 years of service to be eligi- ble for full retirement benefits. The workforce hired prior to April 1, 2012 can retire with full benefits after 20 years of service. This inequity has played a role in the unprecedented crisis New York City is experiencing in regarding the recruitment and retention of Correction officers and sanitation workers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
