The sponsor's argument

Why Cordell Cleare says this is needed

When New York State's Raise the Age law took effect in 2018, we were promised that the supervision and treatment services for juveniles program would be fully funded so our at-risk youth would receive the services they so desperately need. However, as of March 2022, far less than half of the $880 million allocated has been distributed and family court cases languish unresolved. This legislation will expedite the disbursement of these funds to municipalities and require at least 50% of the allocation be provided by the eligible county to community based organizations who work with youth who are at risk of, alleged to be, or adjudicated as juvenile delinquents, or youth alleged to be or convicted as youthful offenders or adolescent offender.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
