Purpose, from the sponsor's memo

This bill would require insurance coverage for annual cervical cytology screening for cervical cancer without cost sharing and would require insurance coverage for treatment of osteoporosis.

The sponsor's argument

Why Cordell Cleare says this is needed

An annual screening for cervical cancer is essential to ensure prompt treatment of cancer. The current law provides for coverage for these screenings, but authorizes deductibles and coinsurance. The costs asso- ciated with an annual examination results in cases of cervical. cancer not being diagnosed until a later stage, which lowers the rate for successful treatment while increasing the costs associated with such treatment. By eliminating the cost-sharing component of an annual cervi- cal cytology screening, the bill would encourage women to undertake annual screenings. The current law also provides for coverage for bone marrow density meas- urements and other test for the detection of osteoporosis. The bill makes it clear that such policies would also be required to provide coverage for the treatment of osteoporosis.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
