Purpose, from the sponsor's memo

This bill would amend Alcoholic Beverage Control Law to establish a new license category to allow For-Profit Clubs to operate solely for recre- ational, social, patriotic, political, benevolent, communal workspace, corporate dining space, or athletic purposes. The bill also provides for the license regulatory structure and an annual fee of $20,000.

The sponsor's argument

Why Michael Gianaris says this is needed

This legislation would create a new 'for-profit club' license within the Alcoholic Beverage Control Law. This change will create a new category for those interested in opening a club in New York and will allow enti- ties that have been authorized under the current club license as not- for-profits the option to modify their licenses. This legislation would support the nightlife and hospitality industry, which is an important economic driver for the state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
