The sponsor's argument

Why April Baskin says this is needed

By developing a Vacant Commercial Storefront Registry, New York State will provide current and prospective small business owners with a valu- able, centralized resource to easily identify opportunities to locate their businesses. This bill will streamline the process of locating and leasing or purchasing vacant storefronts, making it easier for small businesses to establish themselves and thrive. In addition to support- ing individual business growth, the registry will also help to revital- ize New York's many commercial corridors, reduce prolonged storefront vacancies, and mitigate urban blight.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
