The sponsor's argument

Why Patricia Canzoneri-Fitzpatrick says this is needed

Residents and members of local civic associations have expressed concerns regarding the availability of parking for residents in the area of Elmont in the Town of Hempstead. This legislation would alleviate this issue by permitting the Town of Hempstead to expand the existing resident parking district to include all of Sussex Road, which is currently limited to only the portion of Sussex Road north of 109th Avenue.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
