Purpose, from the sponsor's memo

This bill would amend the Retirement and Social Security Law to increase the final average salary multiplier for employees who have more than twenty years of credit in the New York State and Local Government Employees Retirement System, the New York State Teachers Retirement System, or the New York City Employees Retirement System.

The sponsor's argument

Why Andrew Gounardes says this is needed

New York's pension plan used to be a draw to workers in our state. Employees knew they would earn less than their counterparts in the private sector but would have a quality defined-benefit pension in their retirement. The changes to Tier 6 have changed this dynamic. It's now harder than ever to recruit employees into positions such as direct care work and jobs in the medical field. This legislation would amend the Tier 6 pension plan to give employees a 40% final average salary pension after twenty years rather than the current 35%. This will help reduce attrition and strengthen our public workforce.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
