Why Michelle Hinchey says this is needed

This bill will allow the establishment located at 402 Warren Street Hudson, NY to apply for a liquor license from the New York State Author- ity despite being within 200 feet of First Presbyterian Church.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
