The sponsor's argument

Why Jeremy Cooney says this is needed

Sargent Carl J. Zimmerman began when he was hired into the jail on Octo- ber 29, 1990. On May 25, 1998 he was transferred to the Road Patrol Division. For reasons not ascribable to his own negligence, he should have been placed into Article 14B Section 553, but retirement was never transferred over from the jail retirement. It was not until much later that he understood that he was still in the jail retirement system. At that time, he was told it was not possible to switch over to his correct retirement system. Sargent Zimmerman was denied credit time for his service. This bill allows Sargent Zimmerman the option to join this retirement plan to rectify this error.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
