The sponsor's argument

Why Shelley Mayer says this is needed

This bill extends the current Village of Mamaroneck occupancy tax. The Village of Mamaroneck has used these non-property tax revenues to control property tax increases and support Village expenses not fully discretionary.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
