The sponsor's argument

Why Robert Jackson says this is needed

For a school district in a city having a population of one million or more, this bill would provide for a special education placement process that will help ensure students with disabilities are placed in the appropriate programs, and receive resolution of their impartial due process hearing and tuition reimbursement in a timely manner.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
