The sponsor's argument

Why Siela Bynoe says this is needed

This legislation would provide the Chabad of West Hempstead with an exemption from real property taxes pursuant to Section 430 of the Real Property Tax Law. The Chabad of West Hempstead is a not-for-profit place for worship for the West Hempstead community. This legislation will provide for the County Assessor's office to correct this error and grant their exemption, and therefore issue a refund for taxes paid.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
