The sponsor's argument
Why William Weber says this is needed
Karen Siegel commenced employment at High Tor State Park on June 28, 1992, which should have entitled her to Tier IV membership in the New York State and Local Employees' Retirement System. However, for reasons not due to fault on her part, Ms. Siegel did not become a member on June 28, 1992 when she would have been eligible. This bill will allow her to file an application within one year of this bill becoming law that will grant her Tier IV status.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
