The sponsor's argument

Why Pete Harckham says this is needed

The village of Ossining currently has bars and taverns that remain open until 4 A.M. Many residents have voiced their concerns involving intoxi- cated individuals causing damage to property, driving while intoxicated, and suffering injury past 2 A.M. due to certain establishments remaining open. This has caused an increase in the deployment of medical and law enforcement resources to the areas surrounding these establishments. Allowing the village of Ossining to set bar and tavern closing times would reduce the destruction of property and would eliminate the emer- gency calls related to incidents of intoxication. This legislation comes at the request of the village of Ossining

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
