The sponsor's argument

Why Christopher Ryan says this is needed

Chapter 546 of the Laws of 2024 expanded workers' compensation to include mental injury premised upon extraordinary work-related stress incurred at work. There are several professions licensed by the New York State Education Department to provide mental health counseling and psychotherapy services. Unfortunately, workers' compensation law only authorized licensed-psychologists and licensed clinical social workers to provide services. This legislation would expand the list of authorized providers to include those practitioners licensed under Article 163 of the education law who have obtained the diagnostic privilege.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
