The sponsor's argument

Why Pete Harckham says this is needed

In order to reduce waste and conserve natural resources, New York State agencies must make strides to align agency practice with the sustaina- bility goals of the state. This bill codifies Executive Order 22 issued in September of 2022, which directs state agencies to adopt a sustaina- bility and decarbonization program.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
