The sponsor's argument

Why Andrew Gounardes says this is needed

Inspired by a law in California, this legislation is designed to promote transparency and accountability in the development and deployment of generative artificial intelligence models. As AI continues to influence a wide range of industries, understanding the data used to train these models is crucial for ensuring that they are developed ethically, responsibly, and in a manner that protects public interests. By requir- ing developers to provide documentation detailing the datasets used to train their AI systems, the bill ensures we are able to understand what data underpins their functionality. This requirement will help identify any biases, inaccuracies, or ethical concerns in the training data that may impact the performance and fairness of AI models, all while giving consumers, regulators, and stakeholders the tools to better assess and engage with these technologies. This bill provides New Yorkers with valuable insight about how data is used to train the increasingly powerful AI models they interact with on a day to day basis and which have come to power the innovation economy.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
