The sponsor's argument

Why Roxanne J. Persaud says this is needed

Legislators and policymakers need the input and recommendations of the commission to immediately address the high incidence of asthma through- out Kings County. Despite Brooklyn has an average lower asthma rate than NYC, some of its parts have an extraordinarily high asthma rate, signif- icantly higher than both the Brooklyn average and NYC average. The creation of the commission will help address health disparities in youth as well as reduce the overall high-level incidence of asthma incidence.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
