The sponsor's argument

Why Jabari Brisport says this is needed

Every person is entitled to dignity and respect during and after preg- nancy and childbirth. Patients should receive the best care possible regardless of their race, gender, age, class, sexual orientation, disa- bility, language proficiency, nationality, immigration status, or reli- gion. However, for women of color, particularly Black women, the mater- nal mortality rate remains three to four times higher than the rate for Caucasian women. New York has a responsibility to decrease the substan- tial number of preventable pregnancy and childbirth-related deaths. This legislation requires hospitals and other facilities that provide perinatal care to implement evidence-based implicit bias training programs; and mandates additional data collection and publication regarding severe maternal morbidity, disaggregated by race and ethnici- ty.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
