The sponsor's argument

Why Robert Jackson says this is needed

Certain persons who served in various public service capacities prior to becoming an NYPD officer receive credit for their prior service, such as those who were formerly school safety officers. This bill would create parity for those who formerly served as traffic enforcement officers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
