The sponsor's argument

Why Robert Jackson says this is needed

This bill would require that many state employees participate in exit interviews upon leaving their posts. Collecting this sort of qualitative data from employees leaving their employment in civil service can provide valuable insight into conditions and experiences for employees. This data can also help to locate a possible area in need of improvement within an agency and help to find effective solutions. Similar legis- lation that requires exit employees for public employees has been enacted by the New York City Council and is standard practice in private industry.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
