The sponsor's argument

Why James Tedisco says this is needed

This bill is being introduced at the request of the Saratoga County Board of Supervisors, in order to cover the County's cost of monitoring, reporting and enforcement of recently enacted "short term rental" legis- lation. The measure amends Saratoga County's Occupancy Tax Law to Remove the Four-Unit Occupancy Tax Exemption and by Establishing a 3% Occupancy Tax Cap, which would remain among the lowest in New York State.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
