The sponsor's argument

Why Kevin S. Parker says this is needed

The climate leadership and community protection act (CLCPA) requires significant reductions in greenhouse gas emissions, and development of renewable hydrogen would help to meet these targets. This legislation establishes programs to support in the production, processing, delivery, storage, or end use of hydrogen in New York to meet the goals of the CLCPA. Establishing these programs would offer new opportunities in the workforce and help to stimulate New York's economy.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
