The sponsor's argument

Why Kevin S. Parker says this is needed

The climate leadership and community protection act (CLCPA) requires significant reductions in greenhouse gas emissions, and development of renewable natural gas would help to meet these targets. The harnessing of renewable natural gas as a resource can reduce carbon emissions while contributing positively to local economies. This legislation establishes programs that require gas corporations to procure renewable natural gas to meet targets set by the legislation.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
