The sponsor's argument

Why Jeremy Cooney says this is needed

It has long been recognized that a healthy and welcoming learning envi- ronment promotes greater educational attainment. Passage of this legis- lation will allow for a seamless transition from Phase II to Phase III to prevent disruption of the academic process and unnecessary costs.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
