The sponsor's argument

Why Thomas F. O'Mara says this is needed

Sargent Bethany Kidd, a member of the New York state and local police and fire retirement system, who was appointed as a police officer with the Seneca Falls Police Department, in the town of Seneca Falls, county of Seneca, on February 4, 2014, and who, through no fault of her own, was enrolled to participate in the incorrect twenty-five year retirement plan. This legislation would allow Sgt. Kidd to enroll in the twenty- year retirement plan.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
