Why Christopher Ryan says this is needed

The collecting of vintage snowmobiles has become a popular pastime in the snowmobile community. It is also important to ensure that New York State Snowmobiles have safe and easily accessible trails to ride on. This legislation develops and issues to applicants a special vintage registration for a snowmobile manufactured before January 18, 1980. These registrations shall be identifiable by a vintage registration sticker, have a unique registration number and be valid until the snow- mobile ownership is transferred. In addition, this legislation allows the commissioner to collect a one time fee for each individual resident vintage registration and for each individual non-resident vintage registration. These fees shall be depos- ited to the credit of the snowmobile trail development and maintenance fund to ensure that New York State snowmobile riders have safe and easi- ly accessible trails to ride on.
