The sponsor's argument

Why Christopher Ryan says this is needed

The Caughdenoy Volunteer Fire Department has had difficulty recruiting members from their district and have reached the forty-five percent cap on out of district members. This bill would allow them to hire non-resi- dent members to address a staffing shortage.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
