The sponsor's argument

Why James Sanders Jr. says this is needed

There should be equal treatment of all persons receiving defective park- ing tickets on which required information is omitted, mis-described or illegible, whereby all such tickets would be dismissed sua sponte.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
